Yes, you can only fight Dawn and Dusk while on a Gargoyle slayer task.
It is combined with Cannonballs to create Granite Cannonballs, which deal higher max damage (up to 35).
You must obtain a Brittle Key as a drop from regular Gargoyles, then use it on the roof of the Slayer Tower.
The Noon pet is the rarest drop at 1/3,000, while the Granite Hammer is the rarest unique item at 1/750.
